Really enjoyed this. The jump from level 2 to level 3 is what interests me most because it demands something the article hints at but doesn't quite name. You need measurement infrastructure before you can justify the systems investment, but you need the systems running to generate the measurements. The teams I have seen cross it fastest treated agent logging and error tracking as first-class requirements from day one, not something to add after the demos work. Without that, level 3 is brittle. Every edge case becomes a crisis.
